Scout is out of messages
Scout's messages refill every 30 days per site, and until then you can add sources by hand.
Each site gets a number of Scout messages that refills every 30 days. When ten or fewer are left, Scout's page shows how many. When none are left, it says when they're back, and the message box says “Out of messages until …”.

Until they refill, add sources by hand: the box on Scout's page opens by itself. Each site has its own messages, and a bigger plan gives more straight away.
